Rapho Township Tax Collection Melva Kready, 971 N Colebrook Road, Manheim, PA 17545, (717) 665-3827 Hours: Monday & Thursday, 8:30 am - 1:30 pm @ the township office building The tax collector is an elected four-year term. She collects the County/Municpal Tax commonly known as the "Spring Tax" and the Street Light User Fee for specific developments in the township. Melva also collects the Local Services Tax commonly known as the LST. Real Estate Taxes The County/Municpal tax you owe depends on the millage rate and the assessed value of your property, including buildings. The Lancaster County Property Assessment Office determines the assessed value for each property. If you have any questions about the assessed value you may contact them at 717-299-8381. The current millage for Lancaster County is 3.416 and the mileage for Rapho Township is 1.75 for a total of 5.166. In order to determine the amount of your taxes, multiply your assessed value by .005166. EXAMPLE: If your assessed property value is 100,000, multiply 100,000 by .005166 and your tax base amount would be $516.60. The developments in Rapho Township that have street lights are charged a user fee. Because the majority of the township does not have street lights this fee is billed to the property owners in those developments to cover the cost of the electricity for the street lights. The developments with street light billing are Willow Creek, Green Park, Elm Tree in Mount Joy and Pleasant View, Covey Run in Manheim. This bill arrives around the same time as the county tax bill (in February) and is payable to the tax collector. For information regarding the "Fall Tax", otherwise known as the "School Tax", visit Manheim Central School District's site at: Payroll Tax Effective January 1, 2008, all employers with work sites within Rapho Township or individuals with earnings in Rapho Township (schedule C or F) are required by law to deduct the Local Services Tax (LST) of $52.00 from each employee This includes owners, self-employed and sole proprietors as well as employees. If an individual earns less than $12,000.00 in gross wages per calendar year, the individual can file an exemption form or request a refund at the end of the year. The LST should be submitted in quarterly installments; however, self-employed persons may provide a one-time payment of the full amount due.
