Sewage Enforcement

Dave Lockard is the Sewage Enforcement Officer, licensed by DEP.  He is responsible for the oversight of the on-site septic systems in the township.  Permits are required prior to the installation of a new system or for the repair of a malfunctioning system.  

New developments require that there be a site for the system and an alternate site in case of failure of the system.  A deep probe hole is required in order to determine the characteristics of the soil.  In order to determine the size and location of the system, a percolation test must also be performed to record the rate at which water flows into the ground.

The following are fees for sewage permits, including fees for repair, replacement or alteration of an existing systems to correct malfunctions:

Single family residential and multi-family residential sewage system - $80
Multi-family residential sewage systems - $80
Commericial, recreational, and institutional sewage systems - $120
Holding tanks - $120

The Enforcement Officer will provide or witness the description of soil profiles for all testing required by the Pennsylvania Sewage Facilities Act.  The hiring of an excavator for the excavation of pits for the soil profiles descriptions are the responsibility to the property owner - $35/hr.

Two percolation tests for a primary and an alternate sewage system location on the same lot.  East test requires 6 percolation holes or a total of 12 holes at the proposed sewage system locations and shall be prepared by the applicant - $145
One percolation test on a lot, the test requires 6 percolation holes at the proposed sewage system location and shall be prepared by the applicant - $115

Planning module or a Form B review for the Sewage Enforcement Officers signature.  A module package shall be provided for the Enforcement Officer's files - $25

The Township requires that septic systems be pumped at least once every four years.  Proper care of your septic system will help ensure its useful life.  Overuse by doing many loads of wash during a short period of time or flushing large bulky items down the commode can lead to malfunctioning of the system.
