407.1    Within the (HC and IC) Zones, automobile service, reconditioning and repair facilities are permitted by special exception, subject to the following:

407.2.   All service and/or repair activities shall be conducted within a completely enclosed building.

407.3.   All uses involving drive-thru service shall provide sufficient on-site stacking lanes to prevent vehicle back-ups on adjoining roads.

407.4.   No outdoor storage of parts, equipment, lubricants, fuel or other materials used or discarded, as part of the service or repair operation, shall be permitted.

407.5.   All exterior vehicle and machinery storage areas shall be screened from adjoining residentially-zoned properties and roads.

407.6.   The storage of unlicensed vehicles for more than sixty (60) days is prohibited.

407.7.   Any ventilation equipment outlets associated with the service/repair work area(s) shall not be directly toward any adjoining residentially-zoned property.

407.8.   All vehicles shall be repaired and removed from the premises promptly.

407.9.   The demolition or junking of vehicles, trailers, boats and other machinery is prohibited.

407.10. Within the (IC) Zone, the service, reconditioning and repair of automobiles shall only be provided as an accessory use to a department or discount store.
