Elm Tree Properties is a proposed housing development (approximately 1,000 dwelling units) within the Urban Growth Boundary of Rapho Township. It is located between Rt 772 and Rt 230 north and south and between Lefever Rd and Strickler Rd, east and west. Public water and sewer is to be provided by the Mount Joy Authority. Anticipated build out for the project is 15 years. The PDF file is slow to load as it contains many layers. First loading will be the contour lines or the present topography within the development area. The last to load are the contour lines and some existing housing adjacent to the Elm Tree tract. When looking at the file, you can distinguish some of the proposed areas. The area in the lower left hand corner that has several individual rectangles is the area that had been designated for quadraplex housing. This has since been changed to townhouses and 4 apartment houses. Just above that, along the left hand side, is The Crest, a 284 unit apartment complex with garages. Across from the Crest will be Four Seasons at Elm Tree, an over 55 active adult community. Both the Crest and Four Seasons are private road complexes with swimming pools for residents of their complex. Four Seasons will also have a large community center. The remainder of the housing consists of single family homes, duplexes and townhouses. The townhouses are located at the bottom center of the layout. You can also see the proposed community park to the right of the complex. It will consist of approximately 30 acres and will have ball fields, walking trails and picnic areas. The park will also have 2 multi-purpose fields, 2 baseball fields, 2 playgrounds and a teen area with in line skating, basketball and volleyball. Elm Tree has received preliminary plan approval and some parts of the plan have received final plan approval. Construction is underway and the dwelling units are being sold and/or rented. Specific attention was paid to the traffic pattern. Where the development connects to state roads (Rt 772, Rt 230), PennDOT will also review the design and suggest improvements to various intersections along each of these roads. The plan is on file at the Township office available for review or questions during regular office hours.
