   Development of a full range of preliminary alternatives and assessment for narrowing the range of alternatives (third public meeting)

5. Detailed Alternatives Development and Review:

   Intensive study of the narrow range of alternatives (avoidance of disruption of environmental resources) and further refinement of alternatives (fourth public meeting)

6. Draft Environmental Impact Statement (EIS) Preparation and Circulation:

   Development of the DEIS (comprehensive summary of all the preceding studies) and recommendation of a preferred alternative (formal public hearing)

7. Comments, Analysis and Coordination:

   Recording of all comments (transcript) and project team response to comments

8. Final EIS Preparation and Distribution:

   Recommendation for the selected alternative and alternative compliance with all laws and regulations

9. Record of Decision:

   Publishing of Federal Highway Administration Record of Decision to proceed to the next phase of development

10. Mitigation Report:

Detailed design measures to improve environmental sensitivity and guide final design techniques to minimize or compensate for impacts
