Responsibilities

The Tax Collector is elected to this position for a 4-year term.  The Tax Collector's powers, duties and liabilities are established by the Second Class Township Code. The Tax Collector is required to be bonded and is responsible to maintain the records, provide duplicate tax bills, verify payments and account information, and provide a receipt of payment.

The Tax Collector collects the county / municipal tax commonly known as the "Spring Tax" and the Street Light User Fee for specific developments in the township. 

Real Estate Taxes

The county / municipal tax you owe depends on the millage rate and the assessed value of your property, including buildings. The Lancaster County Property Assessment Office determines the assessed value for each property. If you have any questions about the assessed value you may contact them at 717-299-8381. The current millage for Lancaster County is 3.201 and the millage for Rapho Township is 1.9 for a total of 5.101. In order to determine the amount of your taxes, multiply your assessed value by .005101. For example, if your assessed property value is 100,000, multiply 100,000 by .005101 and your tax base amount would be $510.10.

Street Light User Fee

The developments in Rapho Township that have street lights are charged a user fee.  Because the majority of the township does not have street lights this fee is billed to the property owners in those developments to cover the cost of the electricity for the street lights. The developments with street light billing are Willow Creek, Green Park, Elm Tree, The Meadows, The Gables, The Greens in Mount Joy and Pleasant View, Covey Run in Manheim.

This bill arrives around the same time as the county tax bill (in February) and is payable to the tax collector.  The funds are deposited into the Township's Streetlight Fund and are used only for covering the cost of electricity to operate the street lights. This is done according the the Second Class Township Code, Article XX Streetlight, Section 2003 and has been adopted by Rapho Township with a Resolution.
